The shut offs often occur when there’s construction, such as renovations, occurring within a property. It’s also often common that this happens during a time when the building is vacant.

#2 Reason Sprinkler Systems Fail: Somebody Messed With It
Another common reason New York City sprinkler systems fail is that someone interfered with the system in such a way that prevented it from working. Now you may say, who would do such a thing?
One answer is firefighters. If you’ve had a fire in the premises but help arrived before the sprinkler system deployed, the fire crews or other persons may have disabled the sprinkler system.
Another issue that can prevent your sprinkler systems from working properly is when someone builds or installs objects in such a way that the sprinkler’s heat sensors are blocked, preventing them from deploying as needed.
